I.E. Pacific and T.B. Penick celebrate completion
of the Naval Base Point Loma parking structure.

SAN DIEGO – June 2, 2009 – I.E. Pacific and T.B. Penick & Sons, Inc. marked completion of the Naval Base Point Loma parking structure upgrade and expansion with a ribbon-cutting ceremony on May 4, 2009.

The $5.812 million contract called for structural analysis of the 1980s-era parking facility, seismic upgrades and construction of two parking levels to add 160 parking spaces for the base. I.E. Pacific was the general contractor and T.B. Penick was the structural design-build sub-contractor on the project.

The original project plan called for adding one level of parking to two separate structures at two different sites. However, the Navy requested that the design be changed to add two parking levels on one structure. The second structure was to remain untouched and in service, continuing to provide parking for the base. T.B. Penick was able to accommodate the Navy’s request for modification and designed two levels of parking on one existing precast parking structure at no additional cost.

Upon completion of the project, the Naval Facilities Engineering Command (NAVFAC FEAD Point Loma) presented I.E. Pacific with the coveted NAVFAC Safety Through Awards and Recognition or STAR Safety Excellence Award in recognition of outstanding safety performance throughout the Navy Sub Parking project. The award recognizes a company’s commitment to safety and proactive safety posture as demonstrated by criteria including:

  • Zero DART incidents during the time of the contract
  • No significant damage to property
  • No safety con-compliance notices or stop-work orders

"This award was an unexpected honor from the Navy," noted Diane Koester-Dion, President of I.E. Pacific. "It is an acknowledgement of our teams efforts to work safely and effectively on the project."

John Pierce was the Project Quality Control Manager for I.E. Pacific on the job. Andy Shohara was IEP’s Project Superintendent. Terry Fieser served as both project manager and superintendent on the project for T.B. Penick. 

The project consisted of two-story cast-in-place shear walls, concrete decks and associated beams. A trapezoidal footprint required that each structural concrete member be custom built and custom fit to match the existing structure. Due to limited access to the site, large cranes – up to 300 tons – were required for some specialized hoisting.  

The scope included selective demolition of the existing structure, structural retrofit, construction of several 22' tall cast in place walls and columns, erection of two stories of columns and walls including spandrels and girders, the placement of 60,000 sf of concrete decks and two floors of structural steel railings.

"The unusual footprint of the structure made this project tricky," noted Terry Fieser, who oversaw the structural design of the building and supervised the day-to-day project operations for Penick "And the project modifications added even more complexity. Fortunately, all the parties were very supportive and cooperative, and we were able to come up with innovative solutions to accommodate the additional level of parking and still stay within the original budget."
