T.B. PENICK & SONS, GENERAL CONTRACTOR ANNOUNCES SECOND PHASE OF A $24.5 MILLION DESIGN/BUILD DOUBLE HANGAR PROJECT UNDERWAY AT EL CENTRO NAVAL AIR STATION – THREE MONTHS AHEAD OF SCHEDULE
SAN DIEGO – February 19, 2009 — T.B. Penick & Sons General Contractors, one of San Diego’s most established family-owned contractors, has completed the pre-engineered metal building and masonry phase on one of two double-bay modular hangars at the Naval Air Station in El Centro and started work on the second hangar. Both hangars are part of a $24.5 million design/build contract. Each hangar is approximately 32,640 square feet in size and includes a 41 foot-tall bay aircraft maintenance area with an adjacent two-story structure housing maintenance and administrative area. The project, set for completion in April of 2010, is now three months ahead of original schedule.
The project, underway since November, features modular-type construction consisting of pre-engineered metal building panels provided by Ancon Building Group and delivered to the site for assembly by Interstate Steel Builders, Inc. “This method of construction saves time and is a cost-effective way to get the project up and operational in an efficient manner,” said Terry Hunt, project manager for T.B. Penick.
Scope of construction consists of a combination of corrugated metal and concrete masonry exterior, concrete floor/stone pile foundations, mezzanine-high bay, steel frame, structural standing seam metal roof over steel web truss with insulation. The facility includes an overhead bridge crane, job cranes, roof vents and ladders, power operated doors, 400HZ electrical, water, heating, air conditioning and special AFFF foam dispensing fire protection system.
The Blue Angels/Joint Strike Fighter aircraft will be the primary aircraft housed and maintained in the hangars. According to a NAVFAC report, the base also provides support to Navy, Marine Corps, Army, Air Force, and foreign squadrons (including the British, Dutch and other NATO allies). The base averages one non-Navy/Marine Corps detachment per month.
In addition to Hunt, T.B. Penick construction team includes project superintendents Bob Clair and Pat Donovan with Mike Bagwill serving as quality control representative.
NAVFAC Southwest team includes: Jacque Pemberton, contract specialist; Ed Cooney, lead engineer technician, ET; Eric Pemberton, ET; Melinda Russell, PE, construction manager and Howard Sweatte, AIA, project and design manager.
Cass, Sowatsky, Chapman + Associates is the project architect with Wyatt Chapman, AIA as Principal, LEED-AP, and Matthew Buster as project manager.
